It’s disgusting how Tier 2 countries are treated by clubs
It’s a legal thing. Part of their CBA with England Rugby that penalizes financially any club releasing to International duty (other than England) duty.
Because the Baabaas aren’t International it’s more of loan agreement thing. So legally speaking a Fijian player based in the Prem players could play in the match for the Baabaas but not for Fiji.
If you want all your players available, schedule games in the window. Schedule an out of window test and this is the risk you run.
